What is Universal Design for Learning (UDL)?
UDL is a framework for designing courses so that the range of ways students learn, not just students with documented disabilities, is planned for from the start rather than patched in later. The 2008 Higher Education Opportunity Act defines it as guidance that provides flexibility in how information is presented, how students demonstrate what they know, and how they stay engaged, while reducing barriers and keeping the same high expectations for every student.
The framework itself comes from CAST, and its premise is that a "normal" learner who absorbs one format equally well across an entire course does not exist. A fixed textbook-and-lecture format is not neutral. It is one specific design choice that happens to work for some students and creates real friction for others: English language learners, students with ADHD or dyslexia, commuters, and plenty of otherwise strong students who simply concentrate better with their eyes off a page.
What are the three principles of UDL?
Engagement, representation, and action and expression. Each answers a different question about a course.
- Multiple means of engagement (the why): more than one way to motivate and sustain effort, such as choice in topics, relevance to a student's own goals, or lower-stakes ways to practice before a graded attempt.
- Multiple means of representation (the what): more than one way to perceive and process content, such as text, audio, video, or a diagram covering the same material.
- Multiple means of action and expression (the how): more than one way for a student to show what they know, such as a written paper, a recorded explanation, or a presentation.
Each principle stands on its own, but they compound. A student who can choose to listen to a case study on a commute (representation), because the topic is one they picked (engagement), and then explain it back in a two-minute recording instead of a written quiz (action and expression), is getting all three at once from a single piece of course content.
What are examples of multiple means of representation?
This is the principle audio fits into directly, and CAST's own guidelines are specific about it: support multiple ways to perceive information, rather than defaulting to whichever single format is easiest to produce. In practice that means offering the same material as more than one of the following, not replacing one format with another:
- A written article or chapter, for students who read fastest and prefer to reference it later
- An audio episode of the same material, for students who process better by listening, are commuting, or have a print disability
- Slides or a diagram, for material that is inherently visual (a process, a structure, a comparison)
- Captions and a transcript on any video or audio, so the auditory and visual channels each have a text equivalent
A 2023 study of a UDL-designed public health course tested this directly. The instructor offered the same maternal health content as journal articles, videos, podcasts, white papers, and reports. Every one of the 24 students used the written and video materials, and 92% used the audio versions too, not because they had accommodations on file, but because listening fit some part of their week better than reading did. What are practical UDL strategies for a single course?
Full UDL redesigns are intimidating, so most instructors start with one unit, not the whole syllabus.
- Pick one unit or module, not the whole course. Redesigning everything at once is why UDL adoption stalls.
- Add one alternate format to your densest reading. A single dense chapter, case study, or 40-slide deck is usually the highest-friction item in a unit, and the easiest one to turn into a 10-minute audio episode.
- Caption or transcribe anything you already record. If lectures are already recorded, a transcript is a text equivalent you get almost for free, and it is required for genuine representation, not just a nice-to-have.
- Offer a second way to submit one assignment. A recorded explanation instead of a written response covers action and expression without touching your grading rubric.
- Ask what students actually used. The public health study above only found its 92% audio-usage number because the instructor tracked it. Without that step, UDL stays a theory instead of a measured practice.

What is the difference between UDL and differentiated instruction? Differentiated instruction adjusts material for specific students or groups after a course is built, often for those with identified needs. UDL plans for that same variability before the course exists, so the flexibility is available to every student from day one instead of assigned case by case.
Is Universal Design for Learning required by law? Not universally. The 2008 Higher Education Opportunity Act defines UDL and ties federal Teacher Quality Partnership grant funding to training pre-service teachers in it, and the Every Student Succeeds Act references it too.
